The memorial was opened on March 8, 2002 on the 58th anniversary of the deportation of the Balkar people during the political repressions of 1944-1957. The exposition of the Memorial is historical and ethnographic and covers the periods: pre-revolutionary; pre-war; military (1941–1945); deportations (1944–1957); the return of the Balkar people to their historical homeland, their rehabilitation and modernity.
The building is not typical, having independent architectural significance. On the territory there is the grave of the founder of modern Balkar poetry Kazim Mechiev, who died in 1945 in deportation and whose ashes were transported from Kazakhstan in 1999 and reburied in his homeland. The premises of the first exposition hall are located in the basement, the descent to which has 13 steps, symbolizing 13 years of the life of the people in deportation.
